The 1963 Constitution of Kenya directed Parliament to create a Central Housing Board. According to Article 149 (1) (a) the mandate of the Board was to make loans to local government authorities of the Regions or of Nairobi Area for the sore purpose of housing.

Further the Constitution also created the Local Government Loans Authority whose mandate was to make loans to local government authorities and Nairobi Area for the specific purpose of housing.

The housing debate has been on the agenda since 1963. Hence this is not a new issue.
