Here is how Mombasa County Spent their development budget during the first quarter (July- August) 2015.
 
Looking at the bar graph below, it is worrying, that they start by ‘other developments.” Which are these other developments? To make matters worse, this “other developments” consumed the largest portion of development expenditure! i.e (Ksh. 74M).It is logical to mention other developments after you have explained the larger part of the budget and the then you mention ‘the other’ small figures in the development budget.
 
Article 201 of the Constitution of Kenya calls for openness, transparency and accountability in public finance management.
 
Internet connectivity consumed a whopping Ksh. 15.29 Million. The County should think of providing free WI-FI hot spot for the public as well.
KONGOWEA MARKET
The county’s effort to rehabilitate Kongowea Market is commendable. According to the Office of the President Website, Kongowea market was in a very bad state when the president visited it in January 2016.
 
Mombasa County has a long way to go in making sure all residents have access to clean piped water, decent housing, healthcare and proper sanitation. The provision of basic services should be prioritized by the county and hence reflected in the budget implementation reports.
