Garissa County Assembly has enacted a total budget of Ksh. 10,152,375,255 billion for Financial Year 2018/2019. Out of this budget recurrent expenditure has been allocated Ksh. 5,760,165,897. This is the funds which will be used for payment of salaries, wages, operations and maintenance (O&M).

On the other hand, development spending has been allocated Ksh. 4,382,569,358 or Ksh. 4.38 billion. This money will be spent on construction and rehabilitation of roads and other infrastructure development within Garissa County.

Local or own revenue has a Ksh. 250 million target set for FY 2018/2019. Since the commencement of devolution in FY 2013/2014, Garissa County has never achieved the targets set for local revenue collection. This we will cover in the next blog article in greater details.

Access to clean water 

In the county’s quest to access clean water for all the residents, Garissa County has set aside some resources for drilling of 14 boreholes in Garissa Township. The aim of this development is to ensure that each resident has access to clean water for domestic and livestock use.

Health Sector 

After the budget speech, I presume read by the CEC Member for Finance, Garissa County is setting aside resources to build a cancer treatment center to help provide the much needed cancer treatment closer to the people.

“People from Garissa will not have a problem in accessing cancer treatment,” said one of the Members of County Assembly after the budget speech.

Korane Care

Under the health sector, Garissa County created a program called Korane Care. This programme has been allocated resources to facilitate provision of free medical care to 7,000 households in Garissa County.

Youth Unemployment 

In order to deal with the waiting time bomb of youth unemployment, Garissa County has set aside Fruit Processing Plant and created a Youth Revolving Fund to provide resources for youth to engage in business and create more employment opportunities for many others. In FY 2017/2018 the revolving  fund was allocated Ksh. 100 million and the kitty has been boosted with an additional Ksh. 50 million making it Ksh. 150 million in FY 2018/2019.
