Allocations to counties have been declining as the share for national government rises.

Resources raised by parastatals are not part of the national budget. Katiba Institute is challenging that through a legal process.

Kamoto Waiganjo, the city, lawyers and former member of CIC called for strengthening the Senate. He stated that currently the Senate is weak and subsidiary to National Assembly.

Senate can be strengthened through a judicial process since parliament cannot do that considering the current supremacy wars.

National interests should be discussed by both the National Government and County governments. An example is that of Universal Healthcare Coverage (UHC).
