CS Henry Rotich, the Cabinet Secretary National Treasury, was today listed among 21 people who were to be arrested and arraigned in court over the Kimwarer and Arror dams scandal. He and and Principal Secretary Dr. Kamau Thugge presented themselves before the DCI for questioning.
