Kenya national government has officially taken over the following functions: health, transport, public works, utilities, planning and development. 

 

On the other hand, the Kenya Revenue Authority (KRA) will take over the collection of revenue in Nairobi County. 

 

Honorable Mike Mbuvi Sonko signed the agreement on behalf of Nairobi City County and Cabinet Secretary Eugene Wamalwa signed on behalf of the national government. 

 

James Gathii Mburu, Commissioner General at Kenya Revenue Authority, signed the agreement on behalf of KRA while Hillary Igambi signed on behalf of Nairobi City County officially handing over the revenue collection. 

 

His Excellence President Uhuru Kenyatta and Paul Kihara the Attorney General witnessed the signing ceremony. 

 

Right Honorable Kenneth Lusaka, Honorable Beatrice Elachi (the Speaker Nairobi County Assembly), among others witnessed the handover of functions from Nairobi to the National Government. 

 

Citation and recital 

This was in relation to Intergovernmental and relations act of 2012. The aim was to enhance the delivery of public goods and services. Paul Kihara led the recital process. 

 

According to the Attorney General, the transfer was announced in the gazette notice 1609 of 2020 notifying the stakeholders about the intended transfer of the said functions.  The deed of transfer of functions was signed 21 days ago. 

 

Statement by President Uhuru Kenyatta

According to President Uhuru Kenyatta, Nairobi is not only the capital city and seat of government, it is also the diplomatic hub. Nairobi is the host to two airports  (JKIA and Wilson) which are used for ferrying passengers across Kenya and across the world. 

 

Further, Nairobi City is the home of over 4 million people from all parts pf Kenya and from the rest of the world. 

 

His Excellency President Uhuru Kenya during his speech said that there has been challenges in the delivery of services such as water rationing, perennial traffic congestion and uncollected garbage.  

 

President Uhuru Kenyatta mentioned that the biggest challenge facing Nairobi City is corruption and existence of cartels who have made the delivery of services almost impossible. 

 

Nairobi Regeneration Committee proved to be a failure according to President Uhuru Kenyatta and this is what led to the transfer of functions to the national government.

 

Establishment of Nairobi Metropolitan Services (NMS) 

President Uhuru Kenyatta announced the establishment of Nairobi Metropolitan Services (NMS) which will be led by Major General Mohamed Abdalla Badi as the Director General. He will be deputized by Enosh Momanyi Onyango. These two gentlemen will work with officers seconded by the Nairobi County and National Government. 

 

The NMS will be responsible for delivery of services for the Nairobi people. The team is also tasked with dismantling corruption cartels in Nairobi County. President Uhuru Kenya promised his full support for the NMS to streamline delivery of services.
