What did Garissa County Achieve in CIDP 2013-2017 Implementation?

In total Garissa County received a total of Ksh. 31.3 billion during the period 2013 to 2017. The county was only able to spend Ksh. 22.6 billion. This means that Ksh. 8.7 billion remained unspent during the period 2013-2017. 

Out of this figure, Garissa County raised Ksh. 648 million from local revenue sources. The National government remitted Ksh. 28 billion in the form of Equitable Share. In addition to that, Garissa County also received Ksh. 162 million as Equalization Fund.

 Highlights from CIDP 2013-2017

The Garissa County CIDP 2018-2022 did not provide detailed report on projects which were implemented during the first five years under devolution. On this matter, whoever prepared the report should have done more.

However, the following is a snapshot of some of the issues mentioned in the five-year planning document:

  • A total of 261 projects were implemented during the period;
  • There was an over awarding of contracts leading to pending bills. The Health department is given as an example by having constructed several health centers which do not have human resources to man them;
