Russia has said that the fact that western countries have refused to recognize four annexed Ukrainian territories as Russia is making it harder to hold peace talks.
US President Joe Biden sent signals that he was ready to Meet Russian president, Vladmir Putin if the Russian leader was keen to end the war.
Russia stated that they were open to negotiations but they were not ready to get out of Ukraine. It can be remembered that Russia illegally annexed four regions of Ukraine during the ongoing war.
However, Russia has lost over half of the land that they initially claimed. Now they do not have military control as before. Ukraine has seized back huge parts of Donetsk and Luhansk, Kharkiv and Kherson.

On December 2, German Chancellor Olaf Scholz, had an hour long call with Putin where the Germany leader urged his Russian counterpart to find a diplomatic solution that includes pulling out of Ukraine as soon as possible.
Ukraine is not for talks of any form with Russia. Kremlin told media that Putin is open to talks aimed “to ensure our interests”.
As things stand, the USA does not recognize Russia’s ‘new territories’ in Ukraine. Russian leaders believe that John Kerry (former Secretary of State) was a kind of person who was able to solve problems and engage in a genuine dialogue.
