Limitations of legislative control

The work of the administrative branch has increased in volume and complexity.

Members of Parliament (MPs) often do not have the requisite knowledge of the various departments and hence they cannot effectively criticize the workings of such departments.

In parliamentary form of government, the administrative officials are not directly responsible for the legislature. It is the minister who shoulders the responsibility for the administrative actions of his department.
