According to Hon June Ndegwa Jubilee Party had written to the Nairobi County Assembly seeking to change its leadership in the house. Jubilee Party replaced Hon. Abdi Guyo with Charles Thuo Wakarindi as the Majority Leader.

“We do not have a Clerk but we do have a person who purports to be the Clerk and who performs the duties of the Clerk,” said Hon. Charles Thuo the new Majority Leader.

According to Charles Wakarindi, “Lilian Ndegwa and Jabob Ngwele were seconded by Transition Authority to this County Government to help set up the structures of the government. As per the law, after the expiry of the transition period, the Executive did advertise the post of County Secretary. The post was advertised in 2016 and the person who had been seconded, Lilian Ndegwa applied. She was interviewed and was employed as per the law of the nation. But Mr. Ngwele never applied and he never had an interview. There are no minutes of his hiring, he exists on a basis that is not known…”
