Despite having free primary education in Kenya since 2003 during Mwai Kibaki’s administration, parents with children attending public primary schools have indicated to us that Free Primary Education is not free after all.

Eighteen years down the line, parents are still paying money for exams, boarding and incentives (motivation of teachers) among others. These are the hidden costs which make FPE a mirage.
