No human right can be realized in isolation. That is why we say that human rights are indivisible. The right to life for all people requires that the duty bearer takes the appropriate steps to prevent epidemics and infant mortality for instance.
Human rights are real indivisible. For instance, consider that when people are denied their right to security of land tenure, there are other human rights violations which happen such as their right to education, health and housing are all affected.
under the international law, states have both immediate and long term obligations to protect, promote and more importantly fulfill economic, social and cultural rights.
