CPA Stephen Masha appointed acting Controller of Budget

Following the end of term in office for Madam Agnes Odhiambo as Controller of budget, on 27 August 2019, CPA Stephen Masha was appointed the Acting Controller of Budget. 

Below is an extract of his impressive profile as highlighted on the OCoB website. 

 CPA Masha is an executive leader, manager and seasoned finance and management professional with over twenty years of valuable experience in leading and developing successful teams in the public sector, international organizations, private sector, and non-governmental organizations. He has worked at senior management level for over 15 years and is highly experienced in management, policy formulation, financial analysis, budget formulation and implementation, audit, procurement processes and fiscal decentralisation. He has provided perspectives on World Bank working papers on Kenya’s economy and has served as a technical expert on public financial management for the United Nations World Public Sector Report for 2019.

Masha has been instrumental in transforming business approaches of many institutions. He has served as the Deputy Controller of Budget at the Office of the Controller of Budget, Government of Kenya, since 2014 until President Uhuru Kenyatta appointed him as the Acting Controller of Budget on 27th August 2019. Previous functions include Director of Fiscal Affairs with the Commission on Revenue Allocation Kenya, Chief Financial Analyst with the United States Agency for International Development (USAID) for Eastern and Southern Africa Region, Audit Manager for ActionAid International Kenya and Family Health Options respectively, and served as an audit and business advisory consultant at Price Waterhouse Coopers.

Over the years, he has consistently received several performance awards for exceptional service delivery and leadership in the institutions he served. Masha pioneered in developing the first revenue sharing formula between the National and County Governments and the first Policy criteria for identifying marginalized counties in Kenya with the Commission on Revenue Allocation. Previously, he was selected to serve as a finance management expert for United States Agency for International Development efforts to reconstruct Iraq.

He holds a MSc. in Finance from Leicester University in the United Kingdom, a bachelor’s degree in Education from Kenyatta University, is a Certified Public Accountant and a member of the Institute of Certified Public Accountants of Kenya (ICPAK). He is the convener of ICPAK’s Public Finance Subcommittee, a member of the Devolution and Branches Work stream and the Public Policy and Governance Committee. He has attended several professional workshops both locally and overseas in leadership, financial analysis, program management, supervision, procurement, and training of trainers. He has performed short-term assignments in several countries, including Tanzania, Uganda, Burundi, Rwanda, Eritrea, Ethiopia, Zambia and the United States of America.
