Kilifi County dependency ratio indicated as 101.45%

I’m currently analyzing the Kilifi County CIDP 2018-2022 and just been shocked that Kilifi County’s dependency ratio was 101.45%! in 2009. How is that possible? Who depended on who?

Embarrassing errors like these ones should not be committed considering that the counties spend millions of money to formulate plans such as the CIDPs, CFSPs and ADPs among others.
