CFSP PUBLIC HEARING, NAIROBI CITY COUNTY
Yesterday I was privileged to be part of public participation forum on the County Fiscal Strategy Paper (CFSP) at the Charter Hall, Nairobi.
On our way to the venue, we had a conversation with a friend on what should he prioritized if he was in a position to influence allocation of resources. She proved that she had a grasp of issues in and around Nairobi City. The traffic jam prolonged our discussion. We discussed a number of problems ailing our beloved city. From non-responsiveness of the fire department to poor roads in the informal settlements. She painted a grim picture.
Outside Charter Hall, there was a group of Nairobi citizens waiting for the commencements of the sessions. I met familiar faces, people with whom I have worked before in promoting public participation. These are patriotic Kenyans who care about their city. I salute you all!
Our arrival time at City Hall Way at exactly 9:45 am. At the entrance, we registered our names as usual. There was a pile of CFSP copies but we were not given the copies as expected.
I was imagining that those who do not have access to the internet had their first encounter with CFSP for the first time on the material day! No prior preparation. It’s not fair to give a citizen a bulky technical document and expect him/her to make valuable, comprehensive comments. Unfair.
The MCAs and county officials sat on the front chairs and behind them, sat the tax payers. The people who finance the acquisition those leather chairs and everything else. The conveners sat at the front of Charter Hall. These were:
- Chair of Budget and Appropriation Committee
- County Executive Committee member for Finance Mr. Gregory Mwakanongo
- Chief Officers
- Direct of Budget, Mr. Kepha Omanga
- Head of departments
The Director of Budget, Kepha Omanga took the participants through the budget ceilings and county priorities. All this time, we knew that something was a miss. The County Fiscal Strategy Paper (CFSP) is made up of 3P’s and 1C. The P’s are: performance, projections, priorities and ceilings.
