Here is Why Finance Ministers carry the Budget Brief Case

Every year in Kenya, the Minister of Finance carries the budget briefcase on the day of reading the budget statement at the national assembly.

The journey begins from the National Treasury buildings. At the entrance to the Treasury building, the Cabinet Secretary (CS) accompanied  by the CS for Devolution, Chairperson of the National Assembly’s Budget and Appropriation Committee among others pose for pictures with a Budget Box. This a leather briefcase carried by the CS Treasury on the D-Day of budget reading.

The briefcase has colonial roots dating to 1860 when the Queen of England presented a ‘Budget Box’ to the then Finance Minister William Ewart Gladstone. Since then the ‘budget box’ has been presented to the successive finance ministers.

In Kenya, the first budget briefcase was carried by James Gichuru. This man was Kenya’s first Finance Minister who served from 1963-1969.
