Wajir County: Delays in completion of County Assembly Chambers et al

This report focuses on the audit reports produced by the Office of the Auditor General (OAG) for the financial year 2015/2016.

Wajir County is found to the North Eastern part of Kenya. An analysis of the county audit reports reveals the following:

a) During the year under focus, the County Assembly was Ksh. 560,327,132. The entire budget was recurrent expenditure.

b) There was no audit committees at both the County Assembly and County Executive arms of government.

c) The County Assembly received a qualified opinion from the auditor General while the county executive received an adverse opinion.

d) In 2015/2016 the County Executive was able to raise Ksh. 81 million in local revenue out of the target of Ksh. 150 million. This was lower than the Ksh. 108.1 million which was raised in 2014/2015.

e) A total of Ksh. 12.4 million spent on procuring food rations would not be accounted for by the county executive.

f) The County Executive has made delays in completing the construction of County Assembly Chambers which was expected to be complete by 12/11/2015.

The above is a preview of what transpired in Wajir County.

Disclaimer: These are findings of a financial audit and therefore not a corruption report. The Public Accounts Committee (PAC) and Public Investments Committee (PIC) of Wajir County have the power equivalent to that of High Court when it comes to making a follow-up on these issues.

I rest my case.
